I am not so sure however, that the Greek government has much say in it now (if indeed he means the government of Greece) as Cyprus (the Greek part) is a sovereign EU member and has its own Cypriot government which is totally independent from the Greek government, and does not count on it for making any decision. And if the Cypriot government was to decide on re-unification, certainly it wouldn't;t ask for the blessing from the Greek government. Unless the author meant the (Greek) Cyprus government, when he says Greek government.
