    Interesting question. I asked FBI, CIA and NSA, they used the best softwares and satellite survey, they answered:

    *"It's German writing. Weird stuff, lol"

    So i asked BFV and they said:

    "just another weirdo thinking he's a car, don't worry about it. Gehen Sie weiter!"

    So, i think it's just a dude doing a trick for his buddies filming him from their condominium
