In my village this same problem occurs. They inserted a stream into a tube and now, obviously, there are flooding problems. With global warming it is becoming an urgent issue but the politicians are not moving. They don't want to work, mainly. If something needs work, visiting technicians, other politicians, sending emails, asking for information, making calls, etc, they leave it for the next mandate: "let someone else do it". In my experience, the usual politics only wants matters that take little work but add up to a lot of money. Visually attractive things that do not require any effort.

The builders, yes, they could have taken advantage of the situation created, but if the politicians had been more far-sighted and imaginative, they would not have ordered to channel this little river and the problem would not have happened.

So, more politics issue than developers. (Maybe is a translation problem...).
